Google is making it free for merchants to sell on Google Shopping, which was previously all paid ads.  The quote below is from the announcement they released on April 21st.  

In light of these challenges, we’re advancing our plans to make it free for merchants to sell on Google.  Beginning next week,  search results on the Google Shopping tab will consist primarily of free listings,  helping merchants better connect with consumers,  regardless of whether they advertise on Google.  With hundreds of millions of shopping searches on Google each day,  we know that many retailers have the items people need in stock and ready to ship,  but are less discoverable online.

These changes are planned to take effect in the U.S. before the end of April, and Google plans to make this feature global before the end of the year. You can visit their help center to learn more about how to participate in the free product listings and Shopping ads.

This is how a Google Shopping Tab currently looks, it will be interesting to see if it changes much in the near future, or if the only change will be additional sellers included here for free.  It sounds like it was done to help both customers find in stock items and help merchants who are not that prominent within the organic search results.
